The committee agreed, on the matter being put to the vote, to defer consideration of application P12/S2992/FUL at the Dairy, Moreton, near Thame to allow the committee to visit the site and assess the access, location, and the impact of the proposed development on the surrounding area.

Application summary: Internally illuminated double sided aluminium projecting sign.

 

These applications will be considered together as they refer to one site, but will be voted on separately.

Ms J Bland declared that she had considered her position and while she lived in New Street she did not consider that she had a disclosable pecuniary interest in the application. She would speak on the application solely in her capacity as ward councillor and on the planning merits of the applications.

 

Ms J Bland and Ms E Hodgkin, the local ward councillors, stepped down from the committee and took no part in the debate or voting on this item.

 

The committee considered applications P12/S3012/LB and P12/S3010/A to install an internally illuminated double sided aluminium projecting sign on the front of the Kenton Theatre, 19 New Street, Henley-on-Thames, Oxfordshire.

 

Prior to the meeting, the committee had visited the site to assess the impact of the proposed sign on the listed building and on the street scene.

 

The planning officer reported receipt of an additional letter of support from the Theatre’s Trust and 25 signatures in support of the application.

 

Ms L Hillier, a representative of Henley on Thames Town Council, spoke objecting to the application.

 

Mrs R Gibson, representing the Henley Archaeological and Historical Group, spoke objecting to the application.

 

Ms W Bowsher and Mr E Simons, representing the applicant, spoke in support of the application.

A motion, moved and seconded, to refuse consent for application P12/S3010/A, for the reasons set out in the officer’s report was debated and declared carried on being put to the vote.

RESOLVED: to refuse advertising consent for application P12/S3010/A, Kenton Theatre, 19 New Street, Henley-on-Thames, Oxfordshire for the following reason:

 

The proposed projecting sign would, by virtue of its siting, scale and materials, cause material harm to the character and appearance of the area. As such, the proposal is contrary to Policies AD1, CON3 and CON8 of the South Oxfordshire Local Plan 2011 and Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy

 

RESOLVED: to refuse listed building consent for application P12/S3012/LB, Kenton Theatre, 19 New Street, Henley-on-Thames, Oxfordshire for the following reason:

 

The proposed works would, due to the proposed siting, size and design of the proposed signage, cause material harm to the special architectural and historic interest of the listed building. As such, the proposal is contrary to Policy CON3 of the South Oxfordshire Local Plan 2011 and Policy CSEN3 of the South Oxfordshire Core Strategy.

Mr A Rooke declared that he considered that he potentially had a disclosable pecuniary interest in the application and was associated with a person who had an interest in the application. He left the room and took no part in this item.

 

The committee considered application P12/S3091/O to demolish the existing dwelling and construct three chalet bungalows at 15 Baskerville Road, Sonning Common.

 

Mr Greenwood, a representative of Sonning Common Parish Council, spoke objecting to the application.

 

Ms L Barford, a local resident, spoke objecting to the application.

 

Contrary to the officer’s recommendation to approve the application, the committee considered that the proposed houses to the rear of the plot had a detrimental impact on the adjoining properties on Green Lane and Baskerville Road, having regard to their position, height and scale, and the impact of the proposed access on 19 Baskerville Road. The site was at the junction of a series of large open plots and as such the houses to the rear represented an overdevelopment of the site in relation to the immediate surroundings. The overall detrimental impact on the neighbouring properties and on the character of the area of the dwellings on the rear of the plot was sufficient to warrant refusal.

 

A motion moved and seconded, to refuse the application for the reasons above was declared carried on being put to the vote.

 

RESOLVED: to refuse planning permission for application P12/S3091/O, 15 Baskerville Road, Sonning Common for the following reasons:

 

1.   The proposed development in respect of Plots 2 and 3, due to the siting, size, height and bulk of the dwellings would result in a form of backland development that would fail to respect the established character and appearance of the site and the surrounding area.  As such the proposal would be contrary to Policies CSR1 and CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D1, and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within the National Planning Policy Framework, and the South Oxfordshire Design Guide 2008.

2.   The proposed development in respect of Plots 2 and 3, due to its siting, size, height, and bulk, would result in an overbearing effect on, and cause noise and disturbance to adjoining properties, particularly 19 Baskerville Road.   Therefore, the proposal would be detrimental to the amenities of the occupiers of adjoining residential properties and would be contrary to Policies CSR1 and CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2008.
