The planning officer introduced the report and highlighted that an additional consultation response had been received since the committee report had been published. The response raised an objection to the application, stating that the A40 bridge should be located next to the Marston junction on the A40. It was noted that similar comments had been received and that this issue had been addressed in the report. Further to this, photographs of a sewage leak at Wick Farm dating back to December 2022 had been received, but it was explained that was not a material consideration as this was outside the area of the application.
The planning officer informed the committee that the application included land within both South Oxfordshire District Council and Oxford City Council boundaries. As such, the application was submitted jointly to both Councils, with Oxford City Council Planning Committee having approved part of the application at their meeting on 15 October 2024.
The planning officer talked through the development proposals and how they related to the masterplan for outline hybrid application P22/S4618/O.
The development's impact on the landscape was considered acceptable by officers, subject to a condition to approve a lighting strategy for the Western access. It was noted that the local highway authority, Historic England, the Council's conservation officer, and the Council's ecologist raised no objections. The planning officer recommended the application be approved, subject to the conditions outlined in the report.

Minutes: The committee considered planning application P22/S4550/LB seeking listed building consent for the refurbishment works to the Main Barn and three barns and refurbishment works to the Wick Farm Well House building.
The planning officer introduced the report, highlighting that the application was associated with a larger hybrid planning application (P22/S4618/O). The committee was informed that the application concerned a Grade 2 listed well house, Grade 2 listed barn, and additional curtilage listed outbuildings and structures. It was noted that the proposals would not result in harm to the Grade 2 listed well house and the curtilage listed buildings. However, the proposals would result in a low level of less than substantial harm to the Grade 2 listed barn. The planning officer confirmed that neither Historic England nor the Council's Conservation Officer raised any objections. The proposals were seen as having public benefits, including securing a long-term viable use for the buildings, consistent with their preservation, and providing public access. These public benefits were considered to outweigh the low level of less than substantial harm to the Grade 2 listed barn. The planning officer recommended the approval of the listed building consent, subject to the completion of a Section 106 agreement to secure the long-term maintenance of the well house and the conditions outlined in the report.

The committee raised concerns about contaminated land, however it was clarified that the issue of contaminated land had already been addressed in a previous planning application and was not a consideration for this application. This matter would not be revisited in the listed building consent application.
Members were informed that the roof of the listed barn was proposed to be replaced with thatch, which was considered an appropriate restoration of the building’s original condition. A discussion ensued about the materials for new tiles on the buildings, with emphasis on ensuring these are appropriate and high quality. It was confirmed that the conservation officer would assess these details before final approval.
The committee acknowledged that the proposal was focused solely on the listed buildings, with the aim of preserving their architectural integrity and historical character.
A motion, moved and seconded, to approve the application was carried on being put to the vote.
RESOLVED: To delegate to the Head of Planning and the Chair of the Planning Committee the approval of Listed Building Consent subject to: A. The completion of a S106 Agreement to secure the long term maintenance of the Well House, and B. The following conditions: 1. Implementation 2. Approved plans 3.
