28/03/2024 - Public toilets in Wallingford ref: 898    Recommendations Approved

Purpose: to award a contract to provide a modular public toilet block in the Cattlemarket, Wallingford

Decision:

To allow the new modular toilet to be installed in Wallingford Cattlemarket Car Park prior to the additional CIL funding being made available, which will be refunded into the facilities code.

 

The Department for Levelling Up, Housing and Communities approved revised funding in December 2023 for the following:

 

1.Wallingford –£102,795.17 of eligible costs

2.Riverside – as previously agreed we will fund 100% of the Changing Places Toilets (CPT) costs which are now £147,019.38.

 

Final eligible costs will need to be signed off by the S151 Officer in 2024/25.

 

Currently we are in the process of planning the installation of three Changing Places toilet in South Oxon. These are at Riverside camp side, Cattlemarket Wallingford, and Market House Thame.   To ensure the work can be undertaken within the time frame that the government has set out for its grants for the CPT’s, we need to ensure that the funding is available.  Currently the fund available through the capital budget and CIL has a reduced shortfall of £65,000. It is proposed to move £65,000 from budget A326 Commercial Property cost centre into the Changing Places facilities capital budget A391.

 

These funds will be replaced in A326 Commercial Property upkeep budget once the application of CIL funds for the Changing Places facilities has been approved after April 2024.

 

Decision to award the contract value of £223,158.38.

03/04/2024 - Capital grants ref: 900    Recommendations Approved

Purpose: to award the 2023/24 capital grants

Decision Maker: Cabinet member for community wellbeing

Decision published: 04/04/2024

Effective from: 13/04/2024

Decision:

1. To award capital grants for 2023/2024, to the organisations listed in appendix one, totalling £265,500 as recommended by the council’s Community Grants Panel.

 

2. To award these grants subject to the conditions laid out in appendix two and three.

 

3. To transfer £265,500 from the provisional 2023/24 capital grant budget to the approved 2023/24 capital grant budget (A406) to fund these awards.

 

4. To delegate authority to the Head of Policy and Programmes to make minor changes to the policy and scoring criteria (if required), prior to opening the scheme in 2024/25.
