The planning officer highlighted an amendment to the recommendation in section 10.0 to delegate to the Head of Planning and in consultation with the Chair of the Planning Committee the approval of outline hybrid planning permission subject to a list of conditions outlined in the report.
The planning officer provided an update that an additional consultation had been received from Leigh Day on behalf of WASP (Windrush Against Sewage Pollution) after the committee report had been publicised. The planning officer gave a summary of the comment raised, which stated that Condition 50 provided an unacceptable level of flexibility as to what was required to achieve compliance including any interim on or off-site drainage works.
Further comments had been received from the Environment Agency, maintaining their objection on foul waste grounds, but included suggestions on how this matter could be addressed via condition, and other conditions to be included as part of any planning permission.
The Councils Joint Local Plan had reached the Regulation 19 stage with the pre-submission version open for comment until 12 November 2024. The draft policies in the Joint Local Plan had been considered in relation to the application proposal, however, only limited weight could be attributed to these policies at this stage.
The planning officer introduced the report and highlighted the application referred to the Land North of Bayswater Brook, situated on the edge of Oxford, as visible on the submitted location plan.
